Elvin Plank, Chief Executive Officer

Elvin Plank – President and CEO of Indiana Health Centers. Indiana Health Centers is a Federally Qualified Health Center system that provides primary care medical services in seven Indiana cities ranging from South Bend to Seymour. 

Elvin has been in the health center industry for over 30 years. He was the Chief Operations Officer at HealthNet Inc., a Federally Qualified Health Center system providing primary care to the underserved populations in Indianapolis, for 18 years before becoming the President and CEO of Indiana Health Centers in March 2013. Since his arrival at Indiana Health Centers Elvin has been working hard to develop solid working relationships with the communities served by the organization, and has lead the effort for continuous quality improvement of patient care. 

Elvin has a Baccalaureate Degree in Nursing from Ball State University and a Masters Degree in Public Administration from Indiana University.

Elvin has done multiple presentations on Quality Improvement, Process Improvement, and Risk Reduction in many locations throughout the United States. In addition, he has provided consultation services to a number of Federally Qualified Health Centers for the purpose of improving patient flow, efficiency, financial performance, and effective leadership strategies. Elvin was instrumental in developing an incentive plan with quality objectives at HealthNet that has been adopted by a number of other Federally Qualified Health Centers.

Elvin has also developed an Incentive Compensation Plan for Indiana Health Center employees that ties financial performance to quality measures. This program has been very successful and has been adopted by a number of other Indiana health centers.

René Kougel, Chief Operations Officer

René Kougel has been with Indiana Health Centers Inc. since January 2014. René has been in the healthcare field for over 24 years and has served in a leadership role at several FQHCs in the State of Indiana for the past 22 years. René brings a strong commitment and expertise to improving the health status of the underserved population in communities served by IHC. René has demonstrated her knowledge and skill in quality and process improvement, risk reduction, and clinic operations throughout her career through various management and leadership roles. René earned her Bachelor of Science in Nursing degree from Purdue University and Masters of Business Administration from Indiana Wesleyan University.



Tracy Nagel, Chief Financial Officer

Tracy J. Nagel joined Indiana Health Centers, Inc. in June 2008 as Chief Financial Officer.  Tracy has over 29 years of experience in health services, including senior financial and organizational positions.  His background includes roles as Chief Financial Officer, Director of Finance, and Controller in health services, including oversight of Information Systems, Materials Management, Information Management, and Patient Billing.  He also has two years of banking experience in the roles of Vice President of Risk Management and Vice President/Controller.

A native of Ohio, Tracy earned a Bachelor of Arts Degree in Accounting from The Defiance College.  Tracy has previous served several positions with United Way of Defiance County, including Board of Directors Member, Allocations Committee Chairperson, and Finance Committee Chairperson.

Trent Stone, Chief Information Officer

Trent A. Stone, BS, MS earned his Masters of Science at the Center for Information and Communication Sciences and his Bachelors in Management Information Systems with a second major in Finance on the Ball State University Campus. Trent is highly experienced with over 20 years of technical and management experience in a broad range of industries including banking, pharmaceuticals, consulting, commercial software, and IT managed services. Trent spent 8 years at Eli Lilly and Company leading various IT infrastructures and corporate finance projects; later he became co-founder and CEO of Dyan-Linc Incorporated, a commercial software company specializing in ambulance billing, EMT data capture & collection, and ambulatory care quality management. Starting in 2006 Trent served as Vice President of The Brookfield Group, a company providing IT infrastructure support and managed services.  Trent was hired as Chief Information Officer for Indiana Health Centers, Inc. in 2010.

Nicole Meyer, Chief Compliance & Quality Officer

Nicole Meyer came to Indiana Health Centers in September 2013.  She has over 20 years of experience in healthcare working in various roles.  She has spent the last 10 years working in quality and compliance.  Nicole’s focus is on the development of solid provider relationships with patients and continually working to improve processes to ensure high quality patient centered experiences.  She obtained her MBA with a concentration in healthcare administration from Indiana Wesleyan University.

Terrance Drake, MD, Chief Medical Officer

Terrance J. Drake, MD, attended Indiana University where he received both his undergraduate degree and his Medical Degree.  He completed a dual residency program there in Internal Medicine and Pediatrics and is board certified in Internal Medicine and Pediatrics.  He attended a fellowship in General Internal Medicine at the Regenstrief Institute. Afterwards he was on the IU School of Medicine faculty in the departments of Internal Medicine and Pediatrics as Clinical Assistant Professor, and was affiliated with Wishard Memorial Hospital delivering care to the indigent and underserved of Marion County. Subsequently, he worked in a group practice affiliated with St. Francis Hospital, and finally was the owner of a private practice of seven years before coming to IHC. Dr. Drake has served as CMO since 2007.
